Rigby Criticizes Shapiro's Budget Proposal for Lack of Long-Term Sustainability

State Representative Jim Rigby, a Republican from Pennsylvania, has expressed concerns about Governor Josh Shapiro's budget proposal for the 2024-25 fiscal year. While acknowledging the positive aspects of the proposal, such as increased funding for emergency services and education, Rigby questions the long-term sustainability of the plan.

In a statement following Shapiro's address before the General Assembly, Rigby praised the governor's commitment to funding local fire and EMS companies, as well as Pennsylvania's emergency management response efforts. He also commended the proposed funding for State Police cadets and the emphasis on K-12 education, special education, libraries, and career and technical education.

However, Rigby's concerns lie in the funding sources for the proposed $3.7 billion increase in spending, with $2.5 billion allocated for new programs. The governor's plan relies heavily on accessing nearly $16 billion from the General Fund surplus and Rainy Day Fund balances. Additionally, the proposed increase in Basic Education Funding lacks details on how it would interact with changes to the existing distribution system. Rigby also questions the sustainability of the budget given the potential need for future tax increases.

He stated, "The governor is moving us down a path to where his successor will have no choice but to raise taxes in some form in order to sustain programs he put into place. He may in fact have to raise them himself before leaving office. Budgets in any area are always about spending no more than you take in. I’m not sure how the governor’s proposal can be labeled sustainable."

Rigby's concerns reflect the need for a comprehensive and sustainable budget plan that considers the long-term implications of increased spending. While acknowledging the importance of investing in vital areas such as education and emergency services, it is crucial to ensure that these investments can be maintained without burdening future taxpayers.
